Gold LEAF Institute- Franklin County Government - Its Role & Responsibilities

On March 19, 2026, ten Gold LEAF members attended a Talk and Tour of the Franklin County Government class held at the new Emergency Operations Center on Fairbanks Road in Farmington.


Amy Bernard, Franklin County Government Administrator, provided a comprehensive overview of the responsibilities of the Franklin County Commission and its five commissioners. Commissioner Fen Fowler was also in attendance.


Franklin County Sheriff Scott Nichols offered a detailed explanation of how the sheriff’s department operates and the requirements involved. Hart Daily, head of the county corrections facility, shared information about the jail, its population, and its collaboration with other county corrections departments.


Gold LEAF members asked many thoughtful questions and left the class with a stronger understanding of how county government functions.
